Minimize Operation Ocean Shield

 

The aim of the NATO Shipping Centre (NSC) Counter Piracy webpage is to inform all interested parties and stakeholders – shipping companies, shipping organisations and international organisations, national shipping authorities and indeed ships’ masters, about the steps the NSC has taken to broadcast information about the piracy situation in the Horn of Africa. Also, this webpage will keep you informed of the NATO Counter Piracy Operation Ocean Shield, which commenced on 17 August 2009, as the follow on operation from Operation Allied Protector which ended the day before. This operation, which spells an extension by NATO of counter piracy operations, will entail the following military tasks:

 

(1) Deter, disrupt and protect against pirate attacks, rendering assistance to ships in extremis as required.

 

(2) Actively seek suspected pirates and prevent their continued activity through detention, seizure of vessels and property, and the delivery of suspects and evidence to designated law enforcement authorities, in

accordance with NATO agreements.

 

(3) Facilitate and support the development of regional states’ capacity to conduct effective counter-piracy operations, in coordination with other related international efforts.

 

(4) Coordinate NATO operations and initiatives with coalition maritime forces, EU naval forces, and other non-NATO forces conducting counter piracy operations off the Horn of Africa.

 

Of course, all counter piracy efforts are closely coordinated with the EU Maritime Security Centre Horn of Africa (MSC HOA). MSC HOA also has the lead role in the coordination of the group transits through the Gulf of Aden.

30.01.2010 AT 1405 UTC THE VEHICLE CARRIER ASIAN GLORY (BLUE HULL AND WHITE SUPERSTRUCTURE), PREVIOUSLY HIJACKED AND STILL UNDER PIRATES CONTROL, WAS IN POSITION 04:19N - 052:13E CO:005 SPEED 14. IT IS ASSESSED PIRATES ARE USING ASIAN GLORY FOR THEIR PIRATES ACTIVITIES. 

 

ALL VESSELS NAVIGATING IN THE INDIAN OCEAN TO CONSIDER KEEPING EAST OF 60E WHEN ROUTING NORTH/SOUTH AND TO CONSIDER ROUTING EAST OF 60E AND SOUTH OF 10S WHEN PROCEEDING TO AND FROM PORTS IN SOUTH AFRICA, TANZANIA AND KENYA. 

 

VESSELS ARE ALSO ADVISED NOT TO APPROACH CLOSER THAN 100 MILES FROM THE POSITION GIVEN IN THIS REPORT AND MAINTAIN MAXIMUM CPA WITH ANY SHIP ACTING SUSPICIOUSLY.

 MSCHOA advises all vessels navigating in the Indian Ocean to consider keeping East of 60E when routing North/South and to consider routing East of 60E and South of 10S when proceeding to and from ports in South Africa, Tanzania and Kenya.

While navigating in the region vessels are urged to operate at a heightened state of readiness, maintaining strict 24 hour anti-piracy visual and radar watches, actively implement recommended anti-piracy measures and regularly report their position/course/speed to UKMTO (+97 1505523215 – ukmto@eim.ae).

Further information can be found on www.mschoa.org Vessels are requested to report to UKMTO on entering the UKMTO Voluntary Reporting Area (VRA) bounded by 78E and 10S and upon exiting the Suez Canal Southbound. Thereafter vessels should report their PCS daily.

Throughout the VRA vessels should implement Self Protective, (defensive) measures in accordance with Best Management Practices. Upon receiving a vessels initial report UKMTO shall replay giving specific threat guidance relevant at the time.

Vessels should note that experience has shown that to transit W of 60E or within 600nm of Somali Coast significantly increases the risk of piracy, although attacks have and will occur E of these positions.

Vessels are also advised not to approach closer than 100 miles from the position given in this report and maintain maximum CPA with any ship acting suspiciously. While navigating in the region vessels are urged to operate at a heightened state of readiness, maintaining strict 24 hour anti-piracy visual and radar watches, actively implement recommended anti-piracy measures and regularly report their position/course/speed to UKMTO.
